Do I need a permit for a kitchen remodel in California?

Yes for most California kitchen remodels — any work touching plumbing, gas, electrical circuits, structural walls, or window openings requires a building permit. Cosmetic-only refreshes (cabinet refacing, paint, appliance swap on existing circuits) typically do not.

The Title 24 energy code triggers permit review when you replace more than 50% of cabinets, add or move HVAC, or upsize the electrical panel. California also requires bringing the kitchen to current code on outlets, GFCI protection, and exhaust capacity when permits are pulled.

Unpermitted kitchen work surfaces on resale, insurance claims, and ADU finalization. Cities increasingly cross-check satellite imagery and HomeAdvisor records during refinance inspections.
