How do Title 24 and CALGreen affect new construction in Los Angeles?

Los Angeles is in California Energy Code Climate Zone 9. Title 24 sets the envelope, HVAC, and renewable requirements; CALGreen sets the green-building baseline. Both are enforced by Los Angeles Department of Building & Safety (LADBS) at plan check and inspection.

What changes the answer in Los Angeles.

Climate Zone 9 (Los Angeles basin). New SFRs must hit current Title 24 Part 6 envelope, HVAC, and solar-PV requirements; battery storage is incentivized but not yet mandatory for SFRs. CALGreen Tier 1 measures apply to all new SFRs; LA does not currently mandate Tier 2 on private SFRs but does require enhanced construction waste management (≥65% diversion).
