California Construction Statistics 2026

A working dataset of 20 statistics on California residential construction — ADU permit volumes, installed costs, soft-cost ratios, plan-check timelines, labor rates, and contractor license counts. Every figure carries a source. Journalists, real estate analysts, and city housing advocates: cite freely.

Compiled by Alpha Dream Construction (CSLB #1145233) from public HCD / CSLB / CEA / PG&E records, NAHB cost surveys, and 312 internal California jobs (2022–2025). Refreshed quarterly. Released under Creative Commons Attribution 4.0.

ADU & permit volume

29,041

ADU permits issued statewide (2024)

More than 5× the 2018 baseline; ADUs now account for ~17% of all new residential units permitted in California.

8,927

ADU permits issued in LA County (2024)

City of LA alone permitted ~6,400. LADBS ministerial pathway compresses the issuance timeline to 8–12 weeks for complete submittals.

3,612

ADU permits in the 9-county Bay Area (2024)

San Jose, Oakland, and Berkeley account for ~62%; SF runs lower despite high demand due to lot-coverage and rear-yard constraints.

60 days

Statutory ADU plan-check ceiling

Gov. Code §65852.2 caps ministerial ADU review at 60 calendar days from complete submittal. Cities exceeding this risk auto-approval.

8–14 weeks

Typical LADBS ADU plan check (real-world)

Statutory 60 days assumes a complete submittal; incomplete sets trigger correction cycles that extend total wall-clock time.

60–120 days

PG&E service-planning queue (2026)

Service upgrades for new ADUs in PG&E territory routinely outpace the building-permit timeline by 1–2 months. File week one.

Cost & pricing

$220–$290/sqft

Detached ADU installed cost, LA (2026)

Includes design, permits, foundation, framing, MEP, finishes, certificate of occupancy. Excludes lot work beyond 50' of utility runs.

$240–$320/sqft

Detached ADU installed cost, Bay Area (2026)

Bay labor premium of 22–30% over LA drives the spread. Hillside parcels push the top of band.

+11.4%

Year-over-year residential construction cost (CA, 2025→2026)

Driven by lumber recovery (+8%), copper (+14%), and licensed-trade labor (+9%). Outpacing CPI by 4.1 percentage points.

19.5–42%

Soft costs as % of hard construction cost

Design + engineering + permits + utility upgrades + contingency. A $300K hard-cost ADU typically carries $58K–$126K additional soft cost.

1.1%

Annual property-tax impact per dollar of new construction

Only the new value is reassessed under Prop 13; existing house keeps its base. A $300K ADU adds ~$3,300/yr in tax.
