A 'soft story' is a building with a ground floor weaker than the floor above — typically a 1960s–80s apartment or condo with tuck-under parking. The City of LA's Soft-Story Retrofit Program (2015) requires owners of qualifying wood-frame multifamily buildings to add steel moment frames or shear walls to stabilize the ground level.
For single-family homes, retrofit is usually voluntary but cheap insurance: bolt-and-brace of a pre-1978 raised-foundation house typically runs $5,000–$15,000 and can pay for itself the first time the ground moves. We bundle retrofits into remodel scopes at cost.
