Does state ADU law apply in Ventura County?
Yes — every city in the county follows the state floor. Ministerial 60-day review, one detached ADU + one JADU per single-family lot.
Do I need a Coastal Development Permit in Ventura?
Only if the parcel is inside the Coastal Zone — generally the Ventura waterfront and Oxnard's coastal strip. Most inland parcels do not.
Is my Conejo Valley lot in the fire zone?
Many north-slope parcels in Thousand Oaks, Newbury Park, and Camarillo are designated VHFHSZ. We pull the parcel against the CalFire map during feasibility.
How does the HOA review work in Thousand Oaks?
The HOA cannot deny an ADU outright (state law preempts), but they can review materials, paint colors, and elevations. We typically run their review in parallel with city plan check.
Is unincorporated Ventura County slower?
Slightly — county Resource Management runs 2–4 weeks longer than city plan check. Quality of review is similar.
